[LPmeck] Surprise! Private Utilities Give Better Service

There's a controversy regarding spikes in water bills from the public  
utility that services the biggest chunk of Mecklenburg County.  
According to the Lake Norman Citizen, the private water utilities  
here, in spite of their local monopoly status, provide both better  
quality and better service.
