[LPmeck] Municipal Reform for '09 and '10 Elections

Greetings, all,
We have been vocal in opposing involuntary annexation, as we should  
be. However, in this year's municipal elections and next year's state  
elections, I think we should have a proposal to replace annexation.

What I have in mind is the independent city used in Virginia. An  
independent city is administratively separate from its surrounding  
county, and takes over county functions within its boundaries. City  
residents also don't pay county taxes (surely double taxation should  
ring a bell with voters).

Thus we would have two Libertarian issues under one solution: fixed  
municipal boundaries and elimination of one level of taxation.
